It was unanimously decided, as a matter of public

duty, at the present time to forbid people from resorting

to brothels and gambling houses. The delimitation question

was close at hand and the negotiation not yet completed, x

and as cases of assault and insult of Chinese by Portuguese

were constantly reported, it was decided to increase the

number of circulars and lecturers. Also letters should

be sent to all places in the country, explaining that

everybody should mae the utmost efforts to act in accord-

ance with the resolutions passed.

With regard to the lease of Macao by Portugal,

it was mentioned that the old boundaries were fixed and

had not been changed. It was therefore no use to discuss

the question of boundaries. Since the negotiations

for the lease no agreement had been come to. With regard to

the Commercial Treaty, draw up in the winter of the 33rd.
